Bojonegoro Taps into Big Data as Their Way Out of Poverty and Becomes Pioneer in Open Governance Partnership
Let’s be honest. When it comes to the implementation of big data analytics for the local government in Indonesia, big city will be considered to do it. Most people would answer with metropolitan cities such as Jakarta, Surabaya, or Bandung. In fact, Bojonegoro is not the first city or regency that will come to your mind. According to Good News from Indonesia, Bojonegoro is actually the first regency in Indonesia that has successfully harnessed the big data technology.
Selected as one of the pioneers for local government in open governance by the Open Government Partnership (OGP), Bojonegoro believes this concept will allow them to be more open, accountable, and responsive to citizens. In return, this will lead to a better yet proactive society. Big data plays an important role to help Bojonegoro in order to achieve the main goal.
As the time goes by, Bojonegoro proves as reliable regency with OGP implementation. Flashback, Bojonegoro used to be known as one of the poorest district in East Java. Thanks to the big data and OGP implementations, Bojonegoro has steadily climbed their way out of poverty. How did they do that?
Works Together with Mediatrac
The local government of Bojonegoro is well-aware that in order to implement the OGP through big data analytics, they cannot do it alone. That’s why they decided to work together with Mediatrac, an Indonesian big data analytics company that focuses on data integration. Mediatrac helps Bojonegoro to make a data visualization so that the local government will be able to analyze it easily.
One of many projects that Mediatrac involved with is collected and delivered the data result from dasawisma (a group of women from 10 households) in Sidobandung Balen and Pacul village. Ideally, dasawisma has books consist of all the data related to their members. Mediatrac scans those books so that the data will be transformed into a digital file. On the other hand, dasawisma members won’t have to input their data manually anymore.
Thanks to this innovation, all the data population can be covered, from the number of households in a certain area to the number of children who go to school. That being said, dasawisma digital book allows the local citizen to access the data transparently. The government of Bojonegoro believes that transparency is a good way to strengthen an open government.
5 Action Plans to Achieve
Through this OGP implementation, the local government of Bojonegoro is eager to tackle several important issues in its regency which most them are about education, healthcare, licensing services, and infrastructures. In order to achieve that, they have set five actionable plans:
- Data revolution – Not only Bojonegoro does publish the government datasets but also they commit updating the data in a timely manner.
- Strengthening local government’s accountability – The community is given the opportunity and ability to participate in the planning, implementation, monitoring, and evaluation of the village government performance.
- Improving budgetary transparency – The district government of Bojonegoro has published regional development plans based on public information disclosure, as this will build public confidence.
- Increasing transparency of contract documents on the procurement of goods and services – Local citizens of Bojonegoro are involved to make sure whether the procurement of goods and services are on the above board.
- Setting indicators for work in healthcare, licensing, and education - The local government makes sure that there will be an accountability process and procedure to improve the service for those three scopes area.
Lapor, a Data-Based App for People to File Complaints
It seems like Bojonegoro is eager to make the best out of the big data analytics. Bojonegoro realizes that in order to run the regency with open governance concept, the trust issue is the first thing they have to get rid of. That’s why they have come up with an app called Lapor.
Basically, it’s an app that allows people of Bojonegoro to file a complaint regarding the public services they experience. If their complaints don’t get a proper response in three days, a yellow light will appear on the government system. After following three days without any response, the light will turn into red. This means that these complaints need further handling. Therefore, these complaints will be discussed at the government’s weekly meeting on Friday morning and became a Key Performance Indicator (KPI) for each working unit.
Big data Technology to Track Poverty
Over the years, Bojonegoro has struggled with poverty issue, even they had known as one of the poorest districts in East Java! By harnessing the big data technology, Bojonegoro is able to increase its Own-Source Revenue (Pendapatan Asli Daerah, PAD) from IDR 50 billion to IDR 300 billion. The big data technology has helped Bojonegoro to climb their way out of poverty.
Their Own-Source Revenue boost comes from various resources. For example, one of the areas in Bojonegoro used to be affected by flood every time during the rainy season. The solution based on using big data technology is the local government has transformed the area into an ecotourism that focuses on star fruit implantation.
The big data analytics also allows the local government of Bojonegoro to find out what kind of factors that play a very big role on the poverty issue. Moreover, they will look into these factors and find a potential solution to reduce the poverty factors. This method has earned Bojonegoro a spot in the list of “10 cities with the fastest ability to reduce poverty”.
International Pilot Project for OGP
With a success of OGP implementation using big data analytics, Bojonegoro has been appointed as the international pilot project for OGP. This role motivates Bojonegoro not only to implement the system on the district level but also on the village-level government. That being said, the village-level government will be integrated with OGP from the district-level government. Bojonegoro commits improving its service at every level of the government to become more transparent, accountable, accessible, and involved.
What once a district with low public welfare and high public distrust towards the local government is now an independent district with less poverty and more transparency. Big data has once again proved itself that it could help our government to improve its service. Bravo to Bojonegoro and all the people that have been involved in the OGP program!
