BPS Build Serious Plan to Become a National Big Data System

As a non-ministry government agency that is responsible for conducting statistical surveys, Badan Pusat Statistik (BPS) – also called Statistics Indonesia - stores a magnificent amount of data on their system. Without a proper management and resource, BPS will not be able to utilize these data to its maximum ability. This is where big data analytics can come in handy.

Big data analytics is the process of examining large and varied data sets using an advanced analytic technique. This will help BPS to come up with accurately analyzed data as they directly responsible to the Indonesian president. It’s important to make sure that these data are analyzed both as accurately and thoroughly as possible since they will be used as information to make strategic yet important decisions. BPS already aware of how important big data analytics is to their day-to-day operational process, especially its survey system. Now they finally decided to harness one.

Big data to Improve BPS’ Statistical Data

It’s only logic for BPS to utilize the big data analytics since the organization itself handles a huge amount of data. Dr. Setia Pramana from Sekolah Tinggi Ilmu Statistik has conducted three kinds of research to find out the benefits of big data analytics for BPS.

The first research was conducted to predict the intercity commuter patterns by using Twitter. The second research was a statistic model development to predict food prices using crowdsourcing. Finally, the third research was the Mobile Positioning Data (MPD) for the Indonesian tourism industry.

His research shows that the big data implementation could bring a great potential in supporting the official statistics that are in line with the Indonesian government’s policy.

In September 2017, Kecuk Suhariyanto as the Head of BPS said that in the future, BPS must undertake a serious transformation, integration, and utilization with a new technology so they can access the data both easier and quicker.

However, It Cannot Entirely Replace The Manual Official Statistics

From a brief explanation above, it’s clear that the big data analytics can bring a positive outcome for BPS. However, even though BPS will most likely implement big data in the future, the conventional survey system is still needed. That being said, the big data analytics cannot entirely replace the manual official statistics. Kecuk noted that big data technology is only able to gather macro data but not the detail and private ones.

For instance, big data will not be able to find out the important factor behind violence against women since they’re most likely personal. A face-to-face survey system is still needed to find out a real reason behind such issue.

Then, how exactly does big data analytics will contribute to support the conventional survey system or official statistics?

Well, big data analytics can help BPS give more variables to better categorize the sample of the survey. Moreover, it also allow BPS to better predicts the survey, helps BPS to offset the non-response data such as company information and allows BPS to analyze data faster so they can save much time.

An integrated, National Big data System

BPS is aware how big data analytics play a big role to help them operate on a daily basis. In fact, since 4-5 years ago, BPS has already come up with a serious plan to build a national big data system. The aim is to create more accurate data so that they can make better strategic decisions.

At this point, you might wonder: what kind of decisions, exactly?

For example, BPS has been working together with the Indonesian tourism sector since 2016. They created a Mobile Positioning Data (MPD) digital system to boost up our tourism performance. BPS is responsible to operate the MPD digital system by detecting the cellular phones used by visitors entering Indonesian territory from several gates. This also includes the land borders with neighbouring countries. The MPD digital system is applied in big cities’ airports, 19 regencies, and 46 sub-districts. It has been operated since October 2016 and is scheduled to serve until 2019.

Through the MPD digital system, the Indonesian government able to get the data needed to improve the tourism performance, such as specific information about the visitor, their length of stay, the frequency of their visit, and even tour activity preferences during their stay in Indonesia.

Works Together with Bekraf to Develop Creative Economy Data

The ministry of tourism is not the only organization that BPS has been working together with. In 2016, BPS also worked together with Bekraf (Badan Ekonomi Kreatif) to conduct Survei Khusus Ekonomi Kreatif (SKEK) as a part of the creative economy big data development. The survey results will be in the macro of creative economy (ekraf), which includes ekraf's gross domestic product, workforce, and export of goods.

By conducting the survey, BPS and Bekraf are able to gather data about ekraf’s company profiles. According to SKEK 2016, there are three popular ekraf subsectors: fashion, culinary, and craft. However, when it comes to a startup company, the popular ekraf subsectors shifted to visual communication design, product design, and application developer.

The SKEK 2016 shows that those data are actually in line with the fourth national development priority, which is to create a better ecosystem for ekraf development. Triawan Munaf as the head of Bekraf said that there are still many data that needs to be gathered and be further analyzed. He believes that strong basis of data can help Bekraf predict the future of Indonesia’s creative economy with much better accuracy.

People are getting smarter when it comes to technology. So it’s actually a smart move for BPS to take advantage of big data analytics to support their survey system. That way, they will be able to create more accurate data that hopefully could help them create a better policy for its citizens.
